Denton Parish Council

Draft Minutes of the Parish Council Meeting held at 7.30 pm. on Tuesday 13th January 2026 in Denton Village Hall.

Present: Cllr Hanner; Chairman, Cllr Fearnley, Cllr Sida-Page, Cllr Bunn, Cllr Edwards. Also present: Cllr Brown; District Councillor and Mrs J Loveday (Clerk)

1. Cllr Hanner welcomed all to the meeting.

2. To receive apologies from members unable to attend:
Cllr Kerr, Cllr Ashton.

3. To receive Declarations of Interest from members on matters on the agenda:
Cllr Sida-Page declared an interest in item 10 – planning.

4. To approve and sign the Minutes of the 11th November 2025:
They were approved and signed by Cllr Hanner; Chairman, as a correct record.

5. Open Forum for Public Participation (maximum 10 minutes):
None.

6. To discuss Matters Arising from the Minutes of the last meeting which are not on the agenda:
None.

7. To receive reports from County Councillor and District Councillor:
The January report from Cllr Stone; County Councillor has been circulated.
Cllr Brown, District Councillor, reported:

  • Local government elections will be held in May.
  • Devolution – The Mayors elections have been put back 2 years until 2028.
  • Council is working on the budget for next year. Government funding is falling over the coming years.
  • South Norfolk has a decent amount of reserves. With the reorganisation all budgets will be put together and South Norfolk will not have full control over their budgets next year.
  • Food waste collections will be starting between May and July this year.
  • Collection of waste, electricals, batteries etc potentially could also be happening in the future.
  • Village clusters plan; planning inspector has started meetings today to look at sites for development.

8. To receive Updates on items from the Minutes of the last meeting:

  • Broadband in the village - no further updates.
  • Parking at Globe Close -
    Saffron housing have emailed to say that they do not have any capacity to add any additional parking to the current Highways laybys. They have made the Neighbourhood officer aware of the situation so that it can be monitored going forward. We have not heard anymore from Highways.
  • Anglian Water sewer problem -
    Cllr Sida Page has emailed Anglian Water and the Environmental agency again. No reply as yet.

9. To receive Playingfield Report and results of inspection and progress on sorting the Coal House:
Cllr Bunn did inspection. All was in good order. The steps are quite slippery again this time of year.
The working party completed the fencing and the gate.
Cllr Hanner has noticed that there is a tree blocking the view when turning out of the playing field.

10. To discuss and comment on planning applications received and related matters:
Ref: 2025/3933, Northside Cottage, Middle Road, Denton, Norfolk. IP20 0AJ. Proposal: single storey rear extension.
Councillors had one comment which was that the roof needs to be pantiles to be in keeping with the rest of the house.

11. Defibrillator checks and maintenance:
Kay Wiltshire wishes to retire from the responsibility of the defibrillator. Cllr Sida Page has kindly agreed to take this on and will meet with Kay to organise the hand over.

12. Finance: To approve payments to be made and record money received:
Payments:

  • Clerk salary for 2 months £326.88.
  • St Marys Church, upkeep of burial ground £230.00.
  • Redenhall with Harleston TC, contribution for car parking - £100.00.
Receipts:
  • South Norfolk Council £54.00 – credit for dog bin charge.
It was noted that we have been paying for twice weekly dog bin collections but it was actually only been collected once a week. South Norfolk Council have refunded us £54.00.
Coronation Money of £530.00 – It was decided to put this towards the build of an outdoor kitchen at village hall.
Budget 2026/27 and Precept setting.
The clerk has prepared a budget document which was distributed to all councillors. After discussion it was agreed to keep the precept the same as last year at £5,000.
Harleston TC Car Parking Contributions – It was agreed to contribute £100.00.

13. Any Other Business.
Cllr Hanner has spoken to Highways who have agreed to come out and look at some of the issues we have in the village.
We have received a request for a salt bin on Church Hill.
Cllr Sida Page has composed a welcome letter for new residents. This will be circulated.

14. To agree items for the next meeting be held on Tuesday, 13th March at 7.30pm..
None at this time.

15.Cllr Hanner thanked everyone for attending and closed the meeting at 8.20 pm.
