Draft Minutes of the Parish Council Meeting held at 7.30 pm. on Tuesday 11th November 2025 in Denton Village Hall.

Present: Cllr Hanner; Chairman, Cllr Fearnley, Cllr Sida-Page, Cllr Ashton, Cllr Bunn, Cllr Kerr Also present: Cllr Brown; District Councillor and Mrs J Loveday (Clerk)

1. Cllr Hanner welcomed all to the meeting.

2. To receive apologies from members unable to attend:
Cllr Edwards.

3. To receive Declarations of Interest from members on matters on the agenda:
None.

4. To approve and sign the Minutes of the 9th September 2025:
They were approved and signed by Cllr Hanner; Chairman, as a correct record.

5. Open Forum for Public Participation (maximum 10 minutes):
None.

6. To discuss Matters Arising from the Minutes of the last meeting which are not on the agenda:
The East Pye Solar targeted consultation was discussed.

7. To receive reports from County Councillor and District Councillor:
The November report from Cllr Stone; County Councillor has been circulated.
Cllr Brown, District Councillor, reported:

  • South Norfolk have put forward their plans for 2 unitary authorities. Decision will not be known until next year.
  • All councils are now beginning to talk together about the transition.
  • Elections for the new Mayor will be held next May. 5 candidates have been declared so far. Police and crime commissioner goes to new mayor after one year.
  • Discussions are being held on whether elections will be held next year.
  • The Greater Norwich local plan has to be updated.
  • Planning policies – several supplementary planning documents are going out to consultation.
  • Essex and Suffolk water have plans for new reservoirs and new pipes underground. This is mostly in Suffolk.

8. To receive Updates on items from the Minutes of the last meeting:
Broadband in the village - no further updates. One resident has opted for Starlink which works well but is very expensive.
Parking at Globe Close - We have received a letter from Saffron Housing saying that after reviewing all the information and listening to residents views, they have concluded that the existing parking provision at Globe Close is currently meeting the needs of the area. Norfolk County Council has also confirmed that the current design of the laybys is considered suitable and that they have no plans to make changes at this time.
Clerk to respond to Saffron and Highways.
Anglian Water sewer problem - Cllr Sida Page will chase the Environmental hazard people again.

9. To receive Playingfield Report and results of inspection and progress on sorting the Coal House:
Cllr Kerr did inspection. All was in good order. The playing field grass is looking good.
Cllr Hanner has carried out the necessary repairs reported last meeting.
Cllr Hanner has looked in to costs for kerbing along the edge of the north side of the car park and can obtain this for £100. All councillors agreed to go ahead with this.
The little gate has snapped off so we need a new gate post.
A working party was arranged for the 29th November at 10am.
Thanks was given to Cllr Fearnley for trimming the hedges.
It was agreed to leave the Coal House until the Spring.

10. To approve Health and Safety Policies provided by Cllr Edwards:
Cllr Edwards has emailed these to all councillors. All councillors were happy with these which were duly signed by the Chairman.

11. To discuss and comment on planning applications received and related matters:
None received.

12. Finance: To approve payments to be made and record money received:
Payments:

  • Clerk salary for 2 months £295.68.
  • Robert Fearnley – To cut and strim playing field 12 times £1,296.00.
Receipts:
  • HMRC VAT £258.24.
  • Coronation money £700.00.

13. Any Other Business.
Norfolk Constabulary have informed us about Operation Radium which will be tackling fraud across the county. Cllr Ashton will organise making the residents of Denton aware of this.
Clerk to find out whether our defibrillator will take pediatric pads and if so to get some.
The Clerk has signed up to the Highway Ranger Service.
Road sign needs repairing, clerk to report to South Norfolk. Cllr Kerr will send photo.
We will get a quote for the fort.

14. To agree items for the next meeting be held on Tuesday, 11th November at 7.30pm..
Spending of coronation money £700.00.
Budget 2026/2027

15.Cllr Hanner thanked everyone for attending and closed the meeting at 8.40 pm.
