Draft Minutes of the Parish Council Meeting held at 8.15 pm. on Tuesday 13th May 2025 in Denton Village Hall.

Present: Cllr Hanner; Chairman, Cllr Fearnley, Cllr Sida-Page, Cllr Ashton, Cllr Bunn, Cllr Edwards. Cllr Kerr.
Also present: Mrs J Loveday (Clerk), District Councillor Chris Brown. Chairman to sign the declaration of acceptance of office.
Cllr Sida Page proposed that Cllr Hanner continue as chairman for the coming year. Seconded Cllr Kerr. Mr Hanner accepted and signed the declaration of acceptance of office.

2. To elect the vice-chair.
Cllr Sida Page proposed Cllr Bunn, all agreed. Cllr Bunn accepted this position.

3. To receive apologies from members unable to attend:
None,

4. To receive declarations of interest from members on matters on the agenda:
None.

5. To approve and sign the minutes of the last meeting:
The minutes of the meeting held on Tuesday, 11th March 2025 were approved and signed by Cllr Hanner; Chairman, as a correct record.

6. Open Forum for public participation (maximum 10 minutes):
An opportunity to hear from members of the public - None.

7. To discuss matters arising from the minutes of the last meeting which are not on the agenda:
Cllr Sida Page has written a letter of complaint to Sainsbury’s Head Office about the damage to the village sign and they have agreed to compensate. We will send an estimate for the work to them.

8. To receive reports from County Councillor and District Councillor:
Cllr Brown had no new updates.

9. To receive updates on items from the minutes of the last meeting:
Broadband in the village = Nothing further to report.
Sale of the Elite Major Shredder
This has been sold for £500.00. We will do a bill for the purchasers to include our bank details for payment. This will be taken off the asset register.
Saffron Housing Parking
Nothing further to report. To carry forward to next agenda.
Anglian Water sewer problem
To carry forward to next agenda.

10. To receive Playingfield report and discuss sorting/cleaning of The Coal House on the playing field :
Cllr Hanner did inspection. All was in good order.
A few items need attention:

  • Parts of the decking on the Fort need replacing as well as some rotten posts at the top.
  • Wobble board needs some repair.
  • Seats need a bit of clean down.
It was agreed to hold a working party on the 31st May at 10am to sort these areas ahead of our annual inspection which will be carried out in June.

The Coal House needs sorting including the contents and the shed needs some repairs. The gate also needs looking at.
A date will be agreed with DVC to do this.

11. To discuss Health and Safety Policies:
Cllr Edwards has been preparing these and will email out for us to look at and discuss at next meeting.

12. To discuss and comment on planning applications received and related matters:
None.

13. Finance: To approve payments to be made and record money received:
Payments:

  • Clerk salary £243.68 for 2 months plus working from home allowance £52.00.
  • The Rogerson Trust – rental of playing fields for 2019 and 2025 £540.00.
  • It was agreed to spend the Coronation Grant money of £200 on garden furniture for the patio outside the village hall. To discuss with Village hall committee as they will contribute also.
Receipts:
  • Bungay Outney Common dividend £120.00.
  • SNC Precept £5,000.00.

14. To approve the Annual Governance Statement 2024/25, the Accounting Statements and Certificate of exemption for submission to the external auditors PFK Littlejohn:
Andrew Bicker has completed our internal audit.
The above statements were approved and signed. Clerk will submit.

15. To approve the continuation of the following policies: Standing Orders and Financial Regulations.
To carry forward to next meeting.

16. Any Other Business.
We have received an email from the Battery Commander of the Army Cadet Force requesting use of the playing field for a weekend in September. All agreed.
Give way sign in front of the Dove has been reported.
The road sign at Manor Farm Road at the junction of Darrow Green Road (known as Misery Corner) is not visible. Clerk will report this.
The two items brought up at the APM from parishioners:
Hedge along playing field – this was discussed and agreed it would be hard to maintain. It was considered and rejected.
Cllr Bunn has previously reported the missing plank on the bridge leading onto The Walk and an order has been raised with the bridge team to replace it.
Our annual insurance is due on 1st June, 2025. Clerk has obtained an alternative quote from Clear Councils on a like for like basis to what we have at present. This quote is for £869.24 with undertaking a 3 year long term agreement. It was agreed to go ahead with this. Clerk will arrange.

17. To agree items for the next meeting to be held on 8th July, 2025 at 7.30pm.
Nothing new at present.

Cllr Hanner thanked everyone for attending and closed the meeting at 8.46 pm.
