Draft Minutes of the Parish Council Meeting held at 7.30 pm. on Tuesday 12th November 2024 in Denton Village Hall.

NB These are Draft minutes and subject to change at the next meeting.

1. Present: Councillors; Cllr Hanner; Chairman, Cllr Fearnley, Cllr Sida-Page, Cllr Ashton, Cllr Bunn.
Also present: Mrs J Loveday (Clerk), District Councillor Chris Brown.

Cllr Hanner welcomed all to the meeting.

2. To receive apologies from members unable to attend:
Cllr Kerr, Cllr Edwards.

3. To receive declarations of interest from members on matters on the agenda:
None.

4. To approve and sign the minutes of the last meeting:
The minutes of the meeting held on Monday, 2nd September 2024 were approved and signed by Cllr Hanner; Chairman, as a correct record.

5. Open Forum for public participation (maximum 10 minutes):
An opportunity to hear from members of the public.
None.

6. To discuss matters arising from the minutes of the last meeting which are not on the agenda:
None.

7. To receive reports from County Councillor and District Councillor
District Councillor Chris Brown reported:

  • Council are setting up a new planning enforcement oversight board. This will be made up of members of the planning committee that will meet to review enforcements issues.
  • Temporary accommodation is in huge demand; council has managed to get funding to purchase properties.
  • Increase in the number of houses they are expected to deliver.

8. To receive updates on items from the minutes of the last meeting:

  • Broadband in the Village
    Cllr Kerr emailed the following:
    She has been to see our MP and has received an email from his secretary explaining Norfolk County Council have no further plans to improve Better Broadband in Denton.
  • Sale of the Elite Major Shredder
    Cllr Sida-Page will organise this.
  • Clothing Bank
    We have received a new Clothing Bank. This has been left in the wrong place. Clerk to ask for it to be moved.
  • Saffron Housing Parking
    A site meeting has been held with Paul Quick from Saffron. He will go back and check records about who owns the land at the front. No updates as yet.
  • Funding from Chris Brown for fence at playing field
    We have received £275.00 funding. The fencing will be organised.
  • Anglian Water sewer problem Cllr Sida Page has drafted a letter to Anglian Water which all councillors were happy with.

9. To receive Playingfield report and to discuss grass cutting on the playing field:
Cllr Bunn did inspection.

  • There have been dog poo bags left in the litter bin. We have put signs on to say to use dog poo bin.
  • The Wobble board post needs replacing. Cllr Hanner will do this.
  • Ohe orchard and the playing field are looking good.

11. To discuss and comment on planning applications received and related matters:
Applications received:
Ref: 2024/2749, Grove Cottage, Middle Road, Denton. Rear and side extension and associated works and demolition of rear extension. Removal of sheds. All councillors support this application.
Ref: 2024/2652, Pockthorpe Cottage, Pockthorpe Lane, Denton. Installation of a 2000L oil tank. All councillors support this application.

12. Finance: To approve payments to be made and record money received:
Payments:

  • Clerk salary £268.60 for 2 months
  • Robert Fearnley Tractors for 8 cuts of playing field £720.00
Receipts:
  • Bungay Outney Common dividend £120.00

13. Any Other Business:
It has been noted that dogs are being walked on the playing field despite there being a notice to say this is not allowed. Cllr Sida Page will put a message on Denton Talk to remind people.
Thank you letter to go to Emily Winter of Darrow Green Farm for cleaning out the pond.
Cllr Hanner will report to Highways about the signpost that is missing on the Norwich Road/Denton Road junction and the bent railings.
The field behind Upland Terrace has been cut but they have not re instated the footpath. Cllr Hanner will speak with the land owner.

Cllr Hanner thanked everyone for attending and closed the meeting at 8.25 pm.
