Denton Parish Council

Minutes of the Parish Council Meeting held at 7.30 pm. on Tuesday 9th July 2024 in Denton Village Hall.

1. Present: Councillors; Cllr Hanner; Chairman, Cllr Fearnley, Cllr Sida-Page, Cllr Ashton.
Also present: Mrs J Loveday (Clerk), 1 member of the public.
Cllr Hanner welcomed all to the meeting.

. To receive apologies from members unable to attend:
Cllr Bunn, Cllr Kerr, Cllr Brown; District Councillor.

3. To receive declarations of interest from members on matters on the agenda:
None.

4. To approve and sign the minutes of the last meeting:
The minutes of the 14th May, 2024 meeting were approved and signed by Cllr Hanner; Chairman, as a correct record.

5. Open Forum for public participation (maximum 10 minutes):
An opportunity to hear from members of the public.
The footpath at the side of Trunch Hill hasn’t been mowed. Talks on other footpaths in the village that need trimming to make them accessible for walking. Cllr Hanner and Cllr Sida-Page will contact the land owners.

6. To discuss matters arising from the minutes of the last meeting which are not on the agenda:
Pond – Emily Winter is in talks with the necessary people and will report back in the autumn.
Clothing Bank – This has been reported to the council as is full and needs emptying. To date we have not had a reply. The clerk will chase this.

7. Co Option of new parish councillor:
We have had 2 applications for the vacancy. A secret ballot was held to vote and by a majority Megan Stopher was elected.

8. To receive reports from County Councillor and District Councillor - None.

9. To receive updates on items from the minutes of the last meeting:
Boadband in the village – Cllr Kerr has been looking in to this and sent in the following update; She has contacted county broadband; they are still trying to get people to express an interest before moving forward. She will contact our MP shortly.
Sale of the Elite Major Shredder. We have had this valued at £700/£800. Cllr Sida-Page will advertise.

10. To receive Playingfield report and to discuss grass cutting on the playing field:
Cllr Hanner did inspection. The hedge near the road is encroaching over the seat and needs cutting. Low branches need cutting. The wobble board has a broken post. It was agreed to hold a working party on Saturday, 27th July.
Grass cutting on playing field:
Our existing grass cutter now has a full time job so does not have time.
Sarah Fearnley has does one cut. Thanks was given to her for doing this.
John Chapman has been doing the strimming and will carry on doing this. Thanks was given to John for doing this.
John will speak to a neighbour about borrowing a mower as he is happy to cut the grass.

11. To discuss and comment on planning applications received and related matters:
Decisions made: Ref: 2024/0898 – Grove Cottage, Middle Road, Denton. Erection of greenhouse and associated works. Approval with conditions.
Ref: 2024/1837 – Little Green Farm, Middle Road, Denton. Application type: Lawful development certificate (existing) to confirm works under 2022/0540 have lawfully commenced.

12. Finance: To approve payments to be made and record money received:
Payments:

  • Clerk salary £288.60 for 2 months.
  • Playsafety Ltd for annual inspection of playing field £136.80.
  • ICO Subscription £35.00
Receipts:
  • South Norfolk Council Adopter Payment for Mini Recycling Centre £200.00.

15. To approve the Annual Governance Statement 2023/24, the Accounting Statements and Certificate of Exemption for submission to the external auditor:
The accounts for year ended 31st March, 2024 have been approved and audited – Annual Internal Audit Report 2023/24.
The below were approved and signed by the chairman and clerk for submission to PKF Littlejohn, the external auditors:

  • Section 1 – Annual Governance Statement 2023/24
  • Section 2 – Accounting Statements 2023/24
  • Certificate of Exemption – AGAR 2023/24 Form 2
These will be published on our website.

13. Any Other Business:
We will apply to Chris Brown; District Councillor for funding for the fence at the playing field.
We are continuing to have problems with parking in the village hall car park. Residents of the 6 Saffron Housing bungalows are using this.
There is a lay-by for 6 cars, but as families now have more cars they need more parking. Clerk will contact Saffron.

14. To agree items for the next meeting 9th July 2024:
None at present. Next meeting Monday, 2nd September, 2024.

Cllr Hanner thanked everyone for attending and closed the meeting at 8.30 pm.
