Denton Parish Council
Minutes of the Parish Council Meeting held on Tuesday 13th September 2022 at 7.30pm in Denton Village Hall.
Present:
Councillors: Terry Hanner Chairman, Ken Ashton Vice Chair, Melissa Bunn, Robert Fearnley, Matthew Jones, Helen Sida-Page.
Also present: Chris Brown; District Councillor, Jackie Ellis (Clerk).
Terry Hanner; Chairman welcomed everyone to the meeting.
2. To receive and accept apologies from members unable to attend:
Christine Kerr.
3. To receive any declarations of interest in matters on the agenda:
None.
4. To approve and sign the minutes of the last meetings:
The minutes of the July 2022 meeting were approved and signed by Mr Hanner; Chairman, as a correct record.
5. Open Forum for public participation (maximum 10 minutes):
an opportunity to hear from members of the public - None
6. To receive reports from Council Councillor and District Councillors:
Chris Brown; District Councillor reported as follows:
- Purchase of Horizon building is yet to be confirmed.
- The building of new homes, including the new homes in Long Stratton are being held back due to the issue around nutrient neutrality. There will be a briefing later this month.
- All council meetings have been postponed this week.
7. To receive updates on items from the minutes of the last meeting not on the agenda:
None
8. To receive Playingfield report:
Christine Kerr did inspection. All was in good order.
A few pieces of equipment need some repair; these mainly being wood repairs. It was agreed to arrange a working party to deal with this for the 29th October.
Councillors will also meet on Monday at 6pm to have a prior look to see what exactly needs doing.
Concerns over the amount of dog mess being left in areas of the village. We will put a piece in magazine.
We have had a request from the Cadets for use of the playing field on 23rd to 25th October. All in agreement.
9. To receive any updates on SAM 2 device, Community Speedwatch developments:
No further developments. We will put a piece on Denton Talk.
10. To discuss and comment on planning applications received and related matters:
Ref: 2022/1363, Hall Farm Barn, Middle Road, Denton. Proposal: Conversion of garage into guest loft accommodation and games room. Councillors supported this application.
Ref: 2022/1556, Hillfold, Trunch Hill, Denton. Proposal: Replacement porch with gable end and extension of existing first floor to rear. Councillors supported this application.
Footpath No. 4:
Norfolk County Council have issued a ‘Notice of Making of an Order’ which if confirmed will modify the Definitive Map and Statement for the area by the upgrade of this footpath to a restricted byway.
Discussions on this. The majority of councillors were happy with this.
11. Finance: To approve payments to be made and record money received:
Payments:
- Clerk salary for 2 months £284.00
- 121 Computers for lap top repairs £139.97
- Denton Village Hall for hire of hall £100.00
- Bungay Outney Common; dividend £100.00
12. Any Other Business:
Question on whether we could have bike racks at the village hall.
Ash Tree not looking very well.
Both these are a matter for the village hall committee.
A couple of hedges in the village need trimming. Mr. Hanner will have a word with the owners.
