Minutes of the Parish Council Meeting held on Tuesday 14th January 2020 at 7.30 pm in Denton Village Hall.

Present: Councillors:Terry Hanner, Robert Fearnley, Melissa Bunn, Helen Sida-Page.
Also present: Jackie Ellis (Clerk).

1. Welcome by the Chairman:
Terry Hanner welcomed everyone to our parish council meeting.

2. To receive and accept apologies from members unable to attend:
Christine Kerr, Ken Ashton, Chris Brown, District Councillor.

3. To receive any declarations of interest from members on any item to be discussed:
None.

4. To approve and sign the minutes of the last meeting
The minutes of the November 2019 meeting were approved and signed by Mr Terry Hanner, Chairman, as a correct record.

5. The meeting was not adjourned for public participation as there were no members of the public at the meeting.

6. Reports from County and District Councillors:
In his absence Chris Brown sent the following report:

  • South Norfolk Council staff and Broadland Council staff have now become a single team with the same job descriptions, terms and conditions, etc. as of this month.
  • The council is continuing to develop an environmental policy statement and action plan. Chris is on this committee.
  • The next stage of the Greater Norwich Local Plan consultation is due to start on 29th January.

7. To discuss vacancy for parish councillor
This has been advertised on Denton Talk and a parishioner has enquired about this to Terry Hanner.

8. To discuss matters arising from the minutes of the last meeting:
None.

9. To discuss joining Alburgh parish council for training:
Norfolk Parish Training and Support are holding a training session at Alburgh village hall on Tuesday, 3rd March 2020 for Alburgh parish councillors and they have asked Denton parish council if we wish to join them. The cost of this is £300.00. Parish councillors all agreed to attend the training.

10. Update on siting for seat around the Candle Stick:
We have received £300.00 from the Members Ward grant to put towards the seat. Mr Hanner will purchase the seat and we will organise installing this when the weather improves.

11. To discuss and comment on any planning applications received and related matters:
None

12. Playing Field Report:
Melissa Bunn did inspection. All was in good order.

  • The recycling bins were full which she has reported and they should be emptied this week.
  • Melissa and Terry have put signs up to say that the wooden steps are slippery when wet. The clerk will contact Fenland Leisure to ask about what we can put on steps to make them non slippery.
  • Helen Sida-Page will organise replacing the dog poo bags.

13. SAM2 data capture information for November and December:
Kay Wiltshire has emailed the data for the above. This information is shown on Denton Talk, the village website and is sent to the local police, although we do not get any feed back.
Melissa Bunn will contact the police to follow this up.

14. Request from Bungay Town Council for contribution towards one hour’s free car parking:
After discussion, it was decided not to support this at the present time.

15. To discuss and decide on parish council precept requirements for 2020/21:
After discussion on the budget document it was decided to request a precept of £4,000.

16. To approve payments to be made and record money received:

    Payments:
  • Clerk salary and expenses for 2 months £216.50
  • HMRC Paye £88.00
  • SNC Dog Bin Annual Charge £128.16
  • Norse for grass cutting on playing field £677.38
    Receipts:
  • Adopter Payment for Recycling £200.00
  • Members Ward Grant £300.00
  • Bungay Outney Common dividend £105.00

17. Any Other Matters to be brought to the attention of the Parish Council and for the next Agenda:
Parish Councillor vacancy
The date of the next parish council meeting will be Tuesday, 10th March 2020.

18.The meeting was not adjourned for public participation as there was no member of the public in attendance.

19. Close of Meeting:
Mr Hanner thanked everyone for attending and closed the meeting at 8.20 pm.
