Minutes of the Meeting Held on Tuesday 14th June 2016

Present: Peter Hill (Chairman), Terry Hanner (Vice Chairman), Roger Gibson, Peter Grant, Kay Wiltshire, Zoe Brown, and Bernice Higgins (Clerk).
Also Present: Malcolm Skinner.

1. Apologies
Murray Gray (District Councillor).

2. Declaration of Interest
None.

3. Minutes of Meetings held on 10th May 2016 and AGM (Annual General Meeting)
The minutes were proposed as being correct. The minutes were signed and dated.

4. Replacement Clerk
Position has been offered to Zoe Whiting.

4. District Matters and County Council Matters.
Murray Gray has been campaigning for the last 2 years for a roundabout at Hempnall cross-roads.
The following is an extract for the minutes of the South Norfolk Cabinet meeting on 18 May, which brings good news:
"Cllr M Gray expressed his concerns regarding the possibility of increased traffic between Long Stratton and Norwich once the houses had been built, and the adverse impact this might have on the A140 side roads, in particular the Hempnall junction, if road improvement were not made before commencement of the development. Cllr M Wilby was pleased to inform Cabinet that plans had been agreed for a roundabout to be built to alleviate traffic at the Hempnall junction, and that it was intended that this be in place before commencement of the development in Long Stratton²”

5. Questions from the Public.
Malcolm Skinner mentioned that he was concerned about the kerb on Norwich Road and the hedge had been damaged. Malcolm will be cleaning the ditch in the summer.

6. Matters arising from Meeting held on 10th May 2016.
Vice Chair position to be discussed at next meeting.

7. Playing Field Inspection.
a. Monthly Inspection – Kerry Norfolk.
b. Broken wobbly board – Terry Hanner has fixed the board.
c. Grass around wooden structure - Terry Hanner to plant grass seed.
d. Any other matters - Speed awareness stickers for wheelie bins to arrive soon. Volunteers needed to display stickers

8. Planning Application - 2016/1217
Applicant: Mr Fearnley
Location: Barn Adjacent to Manor Farm Road Denton Norfolk
Proposal: Conversion of barn into dwellings including internal and external alterations.
No objections. Terry Hanner proposed, Roger Gibson seconded, unanimously agreed.

9. Defibulator.
Terry Hanner confirmed that the Village Hall committee agreed to put the Defibulator in the Village Hall. It will need a selected person to check and maintain weekly.
Zoe Brown to enquire and find out more details on the best model to purchase.

10. Training.
Zoe Brown and Kay Wiltshire will be attending. Dates and payment of £55 to be confirmed. New clerk will be offered training course in October.

11. Rating of Drainage at Skinners Meadow.
Skinners Meadow currently paying for sewage.

12. Correspondence.
None.

13. Matters Relating to the Audit.
Liz Frere-Smith agreed, completed and signed audit. 6th July is deadline for external Audit.

14. Finance:
a. Accounts Summary – Regular summary to be distributed in future to keep councillors up to date with finances.
b. Pay the Clerk £90.29 for June.
c. Pay annual Local Council Insurance to Came & Company £437.11.

15. Any Other Business.
Pay £190 to Denton Village Hall Committee to fund the short fall of the Queens 90th birthday celebration. Roger Gibson Proposed, Peter Hill seconded unanimously agreed.
Pocket Park to be discussed at next meeting. Contact Rangers re work.
