Minutes of the Meeting Held on Tuesday 14th April 2015

at 8pm at Denton Village Hall

Present: Peter Hill (Chairman), Roger Gibson, Adrian Hipwell, Wayne Mayhew, Kerry Norfolk, Pauline Sandell (Clerk).
Also Present: Murray Gray (District Councillor), One Member of the Public.

1. Apologies.
Annie Whiteman.

2. Declaration of Interest.
None.

3. Minutes of the Last Meeting.
Item 6e second line should read 'Formal declaration would be the simplest procedure.'
The minutes were proposed as an accurate record by Adrian Hipwell, seconded by Roger Gibson. The minutes were signed and dated.

4. District Matters and County Council Matters
Murray Gray reported that fines had been imposed by the court with regard to Grove Farm.

5. Questions from the Public.
None.

6. Matters Arising:
a) Ditch at Skinners’ Meadow; Saffron has acknowledged that there is a problem and had a full report carried out. The report has found numerous errors in the construction. It still remains to be seen how the problem will be resolved.
b) Any Other Matter Arising; None.

7. Playing Field Inspection.
a) Monthly inspection; Wayne Mayhew reported that everything looked good. Wayne will strim ditch and put up sign. Grassing the area around the willow structure and purchase of play area equipment for younger children to be put on next month’s agenda.
b) Grass area around willow; Terry Hanner will have some topsoil available later this year and he will remove the bark and lay the topsoil around the willow.
c) Play equipment for younger children; it was decided to discuss this at the Parish Meeting. The Clerk was asked to get some prices.

8. Parish Council Nominations.
The Clerk reported that only 5 people had been nominated. The Clerk will put this in the Parish Magazine and ask if anyone would be interested in being co-opted.

9. Transparency Code.
The Transparency Code for Smaller Authorities states that all items over £100 must be listed on the website with cost and explanation of what was bought and why. DPC will need to list Councillor responsibilities and the agenda may need to have fuller explanation of what is to be discussed.

10. Risk Assessment
The Clerk had circulated the 2015 Risk Assessment. It was proposed to approve the Risk Assessment by Terry Hanner, seconded by Wayne Mayhew, unanimously agreed.

11. Annual Parish Meeting.
Peter Hill will put a notice in the Parish Magazine.

12. Recipients of Welcome Letter.
Peter Hill was made aware of people moving into the Village.

13. Planning Applications.
None.

14. Correspondence
Crime stats for March show two thefts in Denton.

15. Finance
a) Accounts Summary was approved, proposed by Terry Hanner, seconded by Kerry Norfolk, unanimously agreed.
b) Pay the Clerk £90.29 for April.
c) Pay NALC £107.76 annual subscription.
d) Pay SNC £73.56 annual charge for emptying dog bin.
e) Pay NRCC £20.00 annual subscription.
Terry Hanner proposed to pay b, c, d and e. Seconded by Roger Gibson, unanimously agreed.

16. Any Other Business
Large pothole in Trunch Hill. Terry Hanner has reported this.
