Minutes of the Meeting Held on Monday 11th November 2014

at 8pm at Denton Village Hall

Present: Peter Hill (Chairman), Terry Hanner (Vice Chairman), Roger Gibson, Adrian Hipwell, Wayne Mayhew, Kerry Norfolk, Annie Whiteman, Pauline Sandell (Clerk).

1. Apologies.
Murray Gray.

2. Declaration of Interest.
Adrian declared an interest in item 6c.

3. Minutes of the Last Meeting.
The minutes were proposed as an accurate record by Terry Hanner, seconded by Wayne Mayhew. The minutes were signed and dated.

4. District Matters and County Council Matters
Murray Gray was not present but had sent a report on the Grove Farm trial.

6. Questions from the Public.
None.

6. Matters Arising:
a) Ditch at Skinners’ Meadow; The smell is still there. Peter Hill spoke to Saffron and was told that they would get the contractors out again. DPC decided to write to Saffron again, with a copy to the Chief Executive, stating that DPC was writing on behalf of Denton residents and explaining that the problem had been going on for some time now and asking for a timetable from Saffron of work to be carried out to solve the problem. If DPC is dissatisfied with the answer then it was agreed to contact the Environment Agency.
b) Status of Back Lane; Peter Hill had spoken to Alburgh and sent a plan. It will be raised at the next Alburgh PC meeting. In the meantime DPC will contact NCC to ask how it is logged on their definitive map.
c) Sewer; The Clerk said that the last time that Anglian Water had been contacted regarding a sewer had been in November 2008 when an Open Meeting at Denton Village Hall had been organized to discuss this. It was agreed to write to Anglian Water again to ask if they are likely to put in a mains sewer in the near future and explaining that since their last investigation a further six houses have been built, giving a potential of 14-15 houses affected.
d) Any Other Matter Arising; Overhanging hedges; both residents, in Trunch Hill and Alburgh Road, had been approached.

7. Playing Field Inspection.
a) Monthly inspection; Annie Whiteman reported that the seats looked very good. A resident had put some poppies on the willow tree to celebrate Armistice Day. Annie had cleared away some smelly rubbish that had been left in the recycling area. There were a lot of fungi around the willow sculpture which Annie removed. Adrian Hipwell to do the next report. The playground matting had been put in, but there was some discussion about whether the matting was uneven. The Councillors decided to meet the following day to inspect the matting. Dog sign had been received and will be put up immediately.

8. Defibrillator.
Peter Hill had tried to complete the application for a grant online, but it said that the Neighbourhood Fund was no longer open. Peter Hill will speak to SNC to clarify if this means that there is no more money in the fund. If this is the case DPC will cover the cost of the Defibrillator. Proposed by Annie Whiteman, seconded by Roger Gibson, unanimously agreed.
Annie Whiteman reported that St.John’s Ambulance would do a training course for 14 people for £300. Annie suggested that DPC put £10 per head towards the cost and the remaining cost would be covered by the people attending the course.
However, it was thought that the St.John’s Ambulance course may be too involved. Annie will speak to them again and also to see if anyone else could do a simple first aid course.

9. ACE Team.
Adrian Hipwell reported that the allotment meadow had been levelled and the blackthorn removed. A work party will meet on Saturday 15th November at Pocket Park.

10. Budget for 2015-2016.
The Clerk had circulated a draft budget. To be discussed at the next meeting.

11. Uncultivated Allotments.
DPC has dealt with this situation.

12. Planning Applications.
None.

13. Correspondence
It was agreed to support Richard Bacon’s proposal to allow parish councils to have the right to request that existing speed limits within their parish boundaries be reduced by 10mph. .

14. Finance
a) Accounts Summary was approved, proposed by Annie Whiteman, seconded by Adrian Hipwell, unanimously agreed.
b) Pay the Clerk £90.09 for November and £90.09 for December.
c) Pay Joy Playground (now known as RAW Consortium Ltd) £2,136.00.
d) Pay Black Dog Signs £30 for Dog Sign.
Annie Whiteman proposed to pay b and d and to pay c on condition that DPC was happy with the work done. Seconded by Roger Gibson, unanimously agreed.

15. Any Other Business
Terry Hanner; tree laying on telephone wire just past the Church, Terry will speak to owner of the tree.
Roger Gibson; problems with Middle Road, Terry has already reported this to Highways.
Annie Whiteman; Welcome to newcomers to the village. Put on next agenda.

The meeting closed at 9.50 pm.
