Minutes of the Meeting Held on Monday 10th March 2014

at 8pm at Denton Village Hall

Present: Peter Hill (Chairman), Roger Gibson, Adrian Hipwell, Wayne Mayhew, Kerry Norfolk, Pauline Sandell (Clerk).
Also Present: Murray Gray (District Councillor), 2 Members of the Public.

1. Apologies
Terry Hanner, Annie Whiteman.

2. Declaration of Interest
None.

3. Minutes of the Last Meeting
The minutes were agreed as an accurate record, proposed by Adrian Hipwell, seconded by Roger Gibson, unanimously agreed.

4. District Matters and County Council Matters
Murray Gray; Grove Farm – trial 8th May. From 1st May there will be a community infrastructure charge on all new building planning applications. The charge in this area will be £75 per square metre. The Parish Council relevant to the application will receive 15% to spend on local infrastructure.

5. Questions from the Public
None.

6. Matters Arising:
a) Highways – Marshall Hill; The Clerk had contacted Highways but had not received a reply. Peter Hill to speak to Terry Hanner about it.
b) Car Parked on Trunch Hill; The Police had sent a letter to the person involved.
c) Any Other Matter Arising; Peter Hill reported that he had attended a further meeting at the school regarding the parking problem. Highways were in attendance. The conclusion was that the best arrangement would be for vehicles to park on the school side of the road with some sort of footpath and kerb. Children can then be off loaded onto the footpath and walk into school. It may be necessary to obtain a small piece of land to make room for the footpath. Highways thought that the construction of the footpath would be expensive. The School has contacted Richard Bacon for his help and also contacted the Education Authority with the view of getting the Denton School Bus reinstated. Staggering starting times has helped the situation.

7. Playing Field Inspection
a) Monthly inspection; Roger Gibson reported that the see-saw had lost its wooden sides and needs some immediate attention. Peter Hill will speak to Terry Hanner about it. Benches need maintaining and bark is low. Annie Whiteman to do the next report.
b) Dogs Being Exercised on Play Area; The Clerk was asked to write to the people that have been seen with dogs on the play area.

8. Footpath to Post Office
Peter Hill to speak to Terry Hanner regarding approaching the Church Council with the idea of funding a footpath to the Post Office.

9. Joint Parish Meeting - Agenda
The agenda was discussed. The evening will start with the guest speaker, followed by the Police and then County and District Councillors.

10. Parish Meeting - Agenda
Suggestions for the agenda were; Footpath to P.O. Seats around the Candlestick. Possibility of setting up a Group to manage Pocket Park. Tidying the area between the Playing Field and Rogerson's Wood. Discovering who owns the pond and clearing it out.

11. Planning
2014/0303 Sub Division of Garden of Oakleigh, Trunch Hill – Erection of New Dwelling and Garage on Part Garden. The proposal was to approve the application with the condition that the line of the new hedge should be agreed with the Highways Authority to provide sufficient visibility at the junction. Proposed by Peter Hill, seconded by Adrian Hipwell, unanimously agreed.
2014/0282 and 0283 Low Farm, Low Road – Proposed Extension for a Victorian Plant House. The proposal was to approve the application. Proposed by Adrian Hipwell, seconded by Wayne Mayhew, unanimously agreed.
2014/0352 Mill House, Darrow Green Road – Proposed Single Storey Extension with Associated Alterations to Side of Dwelling. The proposal was to approve the application. Proposed by Adrian Hipwell, seconded by Roger Gibson, unanimously agreed.

12. Correspondence
Highway Rangers; The Clerk to ask them to clear the ditch on Marshalls Hill.
Community Transport Meeting on 29th April at Long Stratton; Peter Hill will attend.

13. Finance
a) Accounts summary was approved, proposed by Adrian Hipwell, seconded by Roger Gibson, unanimously agreed.

b) Pay the Clerk £90.09 for March.
c) Renew Annual Subscription for CPRE of £29.
d) Pay £1 to NALC for extra postage for Local Councils Explained.
B,C and D approved. Proposed by Adrian Hipwell, seconded by Kerry Norfolk, unanimously agreed.

14. Any Other Business
Peter Hill; Richard Carden had put a history of the Parish Council on the website going back to 1900.

The meeting closed at 9.15pm.
