Minutes of the Meeting Held on Tuesday 9th July 2013

at 8pm at Denton Village Hall

Present: Peter Hill (Chairman), Terry Hanner (Vice Chairman), Roger Gibson, Adrian Hipwell, Wayne Mayhew, Kerry Norfolk, Annie Whiteman, Pauline Sandell (Clerk).
Also Present: Murray Gray (District Councillor)

1. Apologies
None.

2. Declaration of Interest
None.

3. Minutes of the Last Meeting.
The minutes were agreed as an accurate record, proposed by Adrian Hipwell, seconded by Wayne Mayhew, unanimously agreed. The minutes were signed and dated.

4. District Matters
Murray Gray apologized for missing the last two meetings. He reported that SNC would be holding a show for the public on 14th July with lots of stalls and events for children. It is the 40th anniversary of SNC. He informed DPC of the new River Waveney Trust that has just been formed and is run by volunteers to look after the river Waveney. The Otter Trust Building is to be taken over on a 5 year lease and it is hoped that it will be made into a visitor centre which will be open to the public one day per month.

6. Matters Arising:
a) Ditch at Skinners’ Meadow; Terry Hanner reported that he had some clay that will be used to form a dam. Saffron is happy for DPC to do the work, but Peter Hill will confirm that when he writes to Saffron.
b) Upstairs Flat at Skinners’ Meadow; The situation is being monitored.
c) Digital Heritage Project; Annie Whiteman reported that further contact had been made with the Forum and they wish to have 10 villages involved in the pilot scheme. Denton could be one of those villages. Annie suggested that they are asked to come to Denton in October and bring a film that would introduce the idea to people in the village.. If it goes forward it should be delegated and not run by the DPC. More information will be available by the next meeting. Put on the agenda for September.
d) Any Other Matter Arising; None.

7. Playing Field Inspection
Roger Gibson reported that he had swept up some broken glass, pulled up some of the weeds and raked over the chippings. Terry Hanner said that a bag of chippings from Jewsons would cost £100. The wigwam is growing profusely and needs some of the branches weaved in. Joy Playground has repaired the platform. It was agreed to meet on the 19th July to carry out grass cutting and weed clearing. Kerry Norfolk to do the July report and Annie Whiteman to do the August report.

8. Playground Maintenance
Norse is not cutting between the trees, not cutting the track down to the allotment area and not around the play equipment. The Clerk spoke to Ian at Norse and he said that they are cutting according to the contract.
It was decided that Peter Hill would speak to Norse to ask for a quote for the extra cutting to be done and also to get a quote from someone local.

9. Grove Farm
Murray Gray reported that matters were being progressed.

10. Day of Meetings
At the AGM it had been suggested that the date of meetings should be changed to the second Monday of the month because one of the Parish Councillors was unable to get to the meeting until 8.30pm. However, Murray Gray would be unavailable for those dates.
It was therefore decided to leave the date of the meetings as it is at the moment, but change it to the third Monday of the month from January 1st 2014. Proposed by Terry Hanner, seconded by Annie Whiteman, unanimously agreed.

11. Empty Properties
Murray to investigate.

12. Projects Suggested at Parish Meeting
It was thought that more interaction with the residents was necessary before making a decision about a project. Annie said that Denton Village Hall was about to send out a questionnaire to everyone in the village to ask how they would like to use the VH and this may provide some suggestions for the project.
To be put on the agenda for the next meeting.

13. Joint Parish Meeting
It is Denton’s turn to do the next joint parish meeting and a subject and speaker needs to be decided on. Suggestions; pylons, faster broadband, River Waveney Trust. It was decided that the meeting should be held next March. This will be discussed in further detail at the next meeting.

14. Long Stratton Area Action Plan
Murray Gray explained that a further 1800 houses will be built in Long Stratton by 2026. As a part of this scheme a single carriageway by pass will be constructed. It was agreed to make a comment on the consultation to say that ‘if the bypass goes ahead then DPC feels strongly that this should incorporate a roundabout at Hempnall Crossroads as this is a very dangerous junction at the moment’. Proposed by Adrian Hipwell, seconded by Terry Hanner, unanimously agreed.

15. Planning Application Renewal of Planning Permisson 2007/1223/H & 2010/0595/H
Proposed First Floor Extemsion and Double Garage at Twin Cottage, Middle Road.
No objections.

16. Correspondence
No action.

17. Finance
a. The Accounts summary was approved, proposed by Adrian Hipwell, seconded by Terry Hanner, unanimously agreed.
b. Pay the Clerk £89.19 for July and £89.19 for August.
c. Pay £200 to St.Mary’s Church for Graveyard Maintenance.
d. Pay £20 to the NPFA for annual subscription.
It was proposed to pay b.c. and d. by Roger Gibson, seconded by Adrian Hipwell, unanimously agreed.

15. Any Other Business
Adrian; asked Murray if there would be cycle routes on the proposed bypass at Long Stratton. Murray said that they had not reached that stage yet, but there would definitely be cycle routes. A member of the Young Farmers, from Denton, has been awarded an oak tree sapling and he would like to know where it could be planted. It was suggested that it could be planted in the graveyard or at the chapel. Terry Hanner to speak to the Church Authorities.
Annie; reported a dead tree just near the old Denton school. Terry Hanner said that he would have a look at it. Annie also enquired whether DPC had heard from the County Councillor who took over from Tony Tomkinson. Peter Hill said that she had been invited to come to a Parish Council meeting.
Peter; said that one of the allotments was not being cared for and was overrun with weeds. It was agreed that this violates the agreement. Peter will contact the person involved.
The Clerk had received an email asking if BBQ’s, tents and marquees would be allowed on the Playing Field in the evening. It was agreed that this is a public area for normal pursuits for a playing field and that it would be unsuitable to allow private parties to use it.

The meeting closed at 9.45pm.
