Draft Minutes of the Meeting Held on Tuesday 14th May 2013

at 8pm at Denton Village Hall

NB. These are draft minutes and subject to amendment at the next council meeting.

Present: Peter Hill (Chairman), Terry Hanner (Vice Chairman), Roger Gibson, Adrian Hipwell, Wayne Mayhew, Kerry Norfolk, Annie Whiteman, Pauline Sandell (Clerk).

1. Apologies
None.

2. Declaration of Interest
None.

3. Minutes of the Last Meeting.
Under item 7, should read new footpaths, not repairs to footpaths. The minutes were then agreed as an accurate record, proposed by Adrian Hipwell, seconded by Annie Whiteman, unanimously agreed. The minutes were signed and dated.

4. District Matters
Murray Gray was not in attendance.

5. Questions from the Public
None.

6. Matters Arising:
a) Ditch at Skinners' Meadow; Terry Hanner reported that he had spoken to Mr Loftus and was told that a company had been contacted to do the work and it would be done the following week. Mr Loftus asked for the Parish Council to write a letter to confirm that it had asked for the work to be done. Once the work is done it may need some soil put in.
b) Speedwatch; No news.
c) Parish Green Deal; The Clerk reported that three people had signed up to the Green Deal and that DPC would be receiving £150.
d) Salt bin; The Clerk had received a price from Builders Equipment of £132.33 + VAT for a 12cu.ft. bin. It was agreed to purchase this and for it to be delivered to Terry Hanner. A letter to be written to Mr. Hilyer informing him of the purchase of the bin and asking him to spread the salt when necessary.
e) Footpaths; Back Lane has been cleared. It will need further work next winter.
f) Upstairs Flat at Skinners’ Meadow; The situation is to be monitored.
g) Post Box; Terry Hanner reported that it should be replaced within the next 14 days.
f) Any Other Matter Arising; Annie Whiteman reported that she had attended a meeting on the Digital Heritage Project and thought that it would be of interest to Denton. It was agreed that Annie should make contact with the organizer to see what they could bring to the village in September and then she would report back next month.

7. Playing Field Inspection
Terry Hanner reported that the plywood was splitting in several places. Peter will speak to Jeff about it. Terry is working on the see-saw. Seat slats need attention. Small hedge along the car park needs trimming and it was agreed to do it one evening. Terry will get a price for the bark.
Peter Hill to do the next report.

8. Grove Farm
Peter Hill reported that he had received a response to his letter from Andy Jarvis, Director of Environment & Housing, stating that it was the intention of the SNC to see it through. Peter will take up his invitation to meet.

9. Review of Parish Meeting
It was agreed that it was well attended and that people stayed on afterwards for quite a long time. It was agreed to put the suggested projects on the agenda next month.

10. Welcome Letter to New Arrivals in the Village
When people arrive in the village they may not be aware of the amenities that the village offers. Peter Hill suggested sending a welcoming letter to those people that had just arrived in Denton. This was agreed. Peter to action.

11. Local Plan
Peter Hill will email Murray Gray to find out more.

12. Pre-School Allocation
Peter Hill said that Jayne has been upset on how this subject was reported in the Parish Magazine. To make it clear he explained that the pre-school was a private organisation and was not linked to the school and therefore it has to ensure that it is run on full strength as much as possible and cannot afford to turn down children from other areas to keep places for local children in anticipation.
Annie said that she had asked the Head if children from other areas would take away places for local children and he had replied that he could not foresee this happening.

13. Training – Governance and Standards
The Clerk explained that SNC had suggested training for Councillors on the above subject and that they were prepared to arrange training sessions before Parish Council meetings. The Clerk was asked to find out how long the session would be.

14. Planning Applications
None.

15. Correspondence
Joint Parish Meeting to be held on Monday 3rd June at 7.45 at Alburgh Village Hall. Guest speaker is David Hook from CPRE.

16. Finance
a. Accounts Summary – The accounts summary agreed, proposed by Adrian Hipwell, seconded by Annie Whiteman, unanimously agreed.
b. Pay the Clerk £89.19 for May.
c. Pay the Clerk’s Annual Expenses of £155.76.
d. Pay Came & Co £438.66 for the annual insurance
Proposed by Roger Gibson, seconded by Adrian Hipwell, unanimously agreed.

15. Any Other Business
Peter Hill reported that a resident had made a complaint about bonfires.

The meeting closed at 9.25pm.
